The Changi airport guide says windsurfers and kitesurfers mostly meet at East Coast Park and Changi Beach, with more room and better wind in the east. Constant Wind Sea Sports Centre (11 Changi Coast Walk) offers rental, with a shuttle from Tanah Merah MRT.
