Overview

Ramp 23 is a National Park Service beach access ramp located in the Salvo area of Hatteras Island. The numbered ramps are 4WD accesses to the ocean beach of Cape Hatteras National Seashore. Ramp 23 provides access to a wild and uncrowded section of beach. It's a good spot for wave kiting when conditions are favorable (NE to SE winds). An Off-Road Vehicle (ORV) permit is required for vehicle beach access.

On the water

Atlantic ocean waves. Variable shore break depending on swell. Sandy bottom with shifting sandbars creating sections for surfing and wave kiting. Best conditions are in side-shore NE to E winds. This beach section is often less crowded than village accesses, offering more space.

Hazards

4WD access only — ORV permit required. Rip currents possible. Shore break can be powerful. Stingrays in shallow water. Sea nettles (jellyfish) in summer. Isolated beach — in case of trouble, rescue takes longer to arrive. Afternoon thunderstorms with lightning possible in summer.
